P.J. Hill - Heisman hopeful?

P.J. Hill keeps getting mentioned as a Heisman hopeful despite having two things going against him: 1. a lot of other good running backs out there (Darren McFadden, Michael Hart, Steve Slaton, Ray Rice, etc.); 2. he's only a sophomore*.
Yet, Hill keeps landing on potential Heisman lists.
SportsLine.com's Dennis Dodd is the latest, putting Hill at No. 10 on his rankings, which is just one spot below Hart.
None of SportsLine's experts has Hill in their top five, but he still makes the site's Heisman Hopefuls list.
* - not that the Heisman is skewed towards a certain type of player, of course, but no sophomore has ever won the award. Also, all the players on SportsLine's hopefuls list is either a quarterback or running back. Sorry Travis Beckum and Jack Ikegwuonu.
